Random question so pardon my ignorance- I'd imagine the city approved the plans for this property to include the required tree wells and if so, isn't the city responsible for ensuring the private property is maintained accordingly?

Why was this closed? Has inspectional services- DP (inspections) resolved this with the property owner to have these trees replanted?
