(a) For purposes of this section, public right-of-way means, including, but not limited to, streets, roads, coves, and sidewalks. (b) No person shall knowingly engage in any activity, or place equipment in such a manner which impedes motor vehicles and/or pedestrian traffic on a public right-of-way. This shall not apply to individuals engaged in outdoor activities who immediately move aside to allow motor vehicles and/or pedestrian traffic to pass. This section shall not apply to playgrounds or park areas where the playing of sports is permitted. (c) If a basketball goal or any other sporting equipment is placed on private property so as to knowingly allow an individual to play sports in violation of this section, the owner of such private property may also be cited for violating this section.
