I don't think we can avoid illegal dumping for small items at any cities in the U.S. or any countries in the world. -> For example: we lived in a duplex Victoria style house at Oakland I saw downstairs tenants when they moved out, they all left some items which no longer use or the new place don't have enough space or they bought something to replace ...already for all those reasons. -> Today's young people after they graduated from Univ. or got master degree; on the job they are a professional but they moved in from other states, like Indiana, Virginia, Michigan...etc, they moved to Calif. but they don't have cars, they took public transportation or ride bicycles go to work, if they lived in together they only have one car. -> They can't afford to buy a house here only rental, they can't raise a family instead of having cat and dog...that's the reality for those young people. -> We continued report here and Oakland Public Works continued issue the no. and pick up.
