Does "This ticket is closed in the City's Work Order system." mean that this problem is on somebody's list and they will be coming out to fix the hole in the alley? As of this afternoon, nothing has been done to fix this issue which was caused by city workers.

No work has been done on this issue at all. An issue caused by city workers who did not clean up their work area.
