I second this issue, but for traffic northbound on New Hampshire, headed into the circle. The signal in the circle (at 23d, on the south side of the circle) cause vehicles to line up IN FRONT OF New Hampshire, so NH traffic gets a green light and can't go anywhere without brazenly breaking traffic regulations. Not sure if it happens all the time, but it's definitely an issue in morning rush hour times.
Why does DC put lights inside circles, anyway? Why not use sensors to control traffic outside the circles so that they always have free-flowing traffic in the circle? (Use pedestrian signals linked to all of the lights to stop all traffic for access to the parks inside the circles. …Or pedestrian underpasses in the busy parks like Dupont, like in Paris.)
