It is problematic that the City of Richmond is allowing this offender to wait until recycling/garbage is picked up to fix the problem instead of making the violator fix the problem. Law abiding residents should not have to tolerate a persistent problem.
Also, why isn't this issue being forwarded to the Department of Public Works, which has oversight over enforcement and issuing of fines for this violation?
Both state the City will enforce the garbage supercans and recycling bins left out passed their allowed times. Furthermore, the latter states that it is the responsibility of the Department of Public Works (Richmond City Agency) to assess the civil penalty of $50 per receptacle left out per day.

The property manager, Pollard and Bagby, have had this issue at this specific property for of 1.5 years.
