Q. Please explain the issue:
A. The city has a tree on Old Brook Circle next to our driveway (25 Elm St) that we've reported about before because it is half dead and hazardous. During today's rain, a big dead branch fell and hit our VW. A taillight is broken (see pics). Later in the day, we noticed some raccoons living in the big hole in the trunk.
