The photo is unfortunately not loading for me. We had officers check out this intersection and found nothing. Is this an on-street issue or on private property?

I believe I understand the issue. If it is part of the Monterey Place apartment complex the property manager would need to be contacted directly to remove the vehicles. The website for the complex is http://www.montereybc.com/ and the phone number listed is (203) 772-4646. We can be reached at (203)946-8076 with any questions, however we would not initiate a tow from a private parking lot as normal city ordinance regarding the public right of way would not be applicable.
