It looks like someone broke into the storage room under the Roosevelt Bridge where Rock Creek Parkway goes under the bridge. The metal door is wide open and the lock appears that it may have been broken. The room is on the left side of Rock Creek Parkway as you are driving north under the Roosevelt Bridge.
