Residents of these two properties leave trash and recycling bins at the curb all week and they are often full or overflowing mere days after trash pickup. Trash blows into neighboring yards and into the street. Unsightly and unhealthy. Need proof, type in the address into google earth. The bins are at the curb in the street view.
