I have water seeping under the foundation of my house. I have a crawl space and the insulation is damp, the sand is wet and there are signs of mold. It has been that way since I bought the home just couldn't figure out where the water was coming from. I put a dye marker in a drain that is connected to the right side of Dutch Street culvert and it came out in my back yard it seeps under my foundation of my house and comes out of the ground like a natural spring in my backyard each time it rains. REOPENED: I still have storm water flowing in my backyard from the existing storm water culvert on the right side of Dutch Street (as you drive to my home).
WHAT WAS DONE: The city came out and dug up my backyard and capped the pipe. I was told it was a civilian contractor pipe from when the house was built (1986) because it was PVC. My question is where is the storm water going to flow now? Has no drainage outlet.
RESULTS: We have had four good rainfalls since then and the water starting coming from the ground where the city capped the pipe. Capping the pipe in my yard is only going to Flood Dutch Street and my front yard. Storm water should be diverted into the existing storm water system already in place in the road.
CAUSE: The storm water is still coming from the right side of Dutch Street culvert (as you drive to my home) flooding my backyard through the existing storm water pipe system in the road.
FIX: The storm water from the left side of Dutch Street (as you drive to my home) has drainage grates for water to flow into an existing storm water system in the road. The storm water flowing into my backyard should be diverted and connected to this existing storm water system on the left side of Dutch Street(as you drive to my home).

Can the city tell me who owns these drains in my front yard. These drains drain into my back yard if they are my drains I want to concrete the drains in to prevent them from draining in my back yard. Thank you.
