Sharraxaadda

There have been several full trash and recycling bins left on the sidewalk since Thanksgiving. There is always trash all over the driveway and sidewalk in front of this house. It appears as if the garbage men won't pick it up either because the recycle bin is filled with trash and food. I walk by with my dog at least twice a day and he attempts to eat the trash, rotten food, and chicken wing bones that are constantly on the ground. How can we get this cleaned up? The house is a multifamily and I'm sure it is not owner occupied. Is there any way we can locate the landlord/owner and hold him/her responsible for their tenants. Attempts have been made to clean up the neighborhood but this house is ruining it for everyone.
