1. I would suggest that you investigate the issue. There may be a reasonable explanation for the out of state cars. I for one am a student at a college out side of Connecticut and I am the only CT liscence plate in the neighborhood. I have been here for nearly 4 years. I rent homes in this new state even though my permanent address is in CT. My car is registered with the city that I currently reside in and because I pay rent I don't have any issues with having my car from out of state. So those people who live across from you probably pay rent as well. ITs NOT ILLEGAL nor an issue that anyone should be concerened about. The lack of adequate education in Hartford schools is evidently the biggest issue (besides crime) plaguing Hartford at the moment.
