Traffic signal timing at Phelps PL on Florida ave is so bad in the evening that Florida avenue traffic block boxes and doesn't allow any traffic turning into Florida ace. The red light timing at phelps place needs to change red prior to the signal at 21st street changes to red to leave enough room for phelps place traffic to go onto Florida ave.
