The condition at this signal has not changed. I have experienced this multiple times since making this report. Is the light ever going to function as it appears it should giving eastbound or westbound turning traffic the opportuinity to turn on a green arrow? Very counterintuitive if there is traffic waiting to go either east or west, or both, that the arrow NEVER turns green. Why have the arrow signal if it never does the job?
