Refuse is constantly leaving trash toters blocking driveway. Resident neighbor shares driveway has health issues, would like to speak with a supervisor.

Same thing happens on Townsend Ave. There should be a rule REPLACE THE TOTER WHERE YOU FOUND IT. Very simple. If the toter does not start out in a driveway, assume the resident does NOT want their driveway blocked by an empty toter.
