Every so often the "program" of the turn arrows allows both sides of the light to make left hand turns; Taking a left from State onto Broadway and taking a left from State onto Broadway towards the bridge. There isn't enough room for BOTH sides to make a left hand turn and it causes much confusion as well as frustration.
