It's crazy how many residents dump their bulk crap onto the street nowhere near when a collection is supposed to happen. Maybe their needs to be an ordinance that will fine the bozos who create these unsightly piles more than a day or so from a collection date.
Code of Ordinances § 94.13(B) (Ord. 1016, passed 11-4-92; Am. Ord. 1175, passed 9-4-96) states: "The containers, yard trash and newspaper shall not be placed in the aforementioned place sooner than 6:00 p.m. the day preceding the regularly scheduled day of collection". There is no wording how early bulk items should be placed at the curb but yard trash seems clear, That Ordinance hasn't been updated since 1996 though and also precedes the automated trucks and city supplied containers for trash pickup.
The trash contractor sometimes has trucks picking up some plies one or two days early for whatever reason so I could see two days early but more than three days early is an unsightly nuisance.
Those scrap collectors that drive around dismantling items and scattering the trash piles around shouldn't be doing what they're doing either. You put a single large item out and next you know you have a bunch of parts, screws and broken glass scattered in a manner that the truck can't pick it up so you end up out there with a shovel loading it into your trash can.
