My friend lives in the area and she saw a very dark individual walking back and forth for a few days in this immediate area. i informed the person to call the police immediately. the person was shuffling of to the shuttle though,it was in broad daylight. They also stated it looked like the person was travelling via city bus. probably has a handful of tokens from some program

Gotta be careful. You can't assume a person did something unless there are witnesses.
Just keep your eyes open, even in broad daylight. Eventually the person will be caught.
