Twice in the past week, I've experienced the same malfunction with this light, in which the light "cycles" 5-6 times on Fountain before turning green for the cars turning from Forest onto Fountain. This leads to an 8-10 minute-long red light for the cars on Forest, which end up backed up over half a mile. It also creates a dangerous situation in which some cars backed up on Forest, assuming the light is broken and isn't going to change, end up putting on their flashers and driving through the red light onto Fountain in spite of oncoming traffic which has a green light.

almost all day long and especially at rush hours AM & PM traffic is running "angry". meaning, traveling at 50+ miles per hour, going through red lights, making left and RIGHT turns off fountain unto Vista Terr and Forrest rd. with disregard to the "no turn" signage. impatient drivers passing on right and left of other drivers, etc.
an occasional "spot check" type police present at this location may deter this dangerous situation.
hopefully this note will serve as a notice and will be on record to the city authorities.. "if you see something say something" and responsibility will be assigned to rectify this life threatening situation.
