I have two new puppies and I walk both of them daily. I noticed one of our neighbor on the next street was walking his German Shepherd without a leash. I was very shock and I stopped my two puppies. Is it lawful to dog walk without a leash with such a large dog? What happen if the dog decided to bite other dogs or even human? I'm very concern that I will run into him again and I'm afraid to walk my two puppies in the same area as he walks his German Shepherd without a leash.
