I find this irritating, too, as a pedestrian/dogwalker/runner in the Museum District. But isn't it the job of the homeowners to keep the sidewalk clear? Most of the offending trees are obnoxious things like crepe myrtles planted by homeowners, not the beeches, maples, tulip poplars etc that the City plants.
