Because adjacent homeowners have allowed their shrubs to block the public sidewalk, pedestrians often have to walk in the street here, and they re-enter the sidewalk right where the drain is located. If you step on the street side of the iron cover, it will tip up--very high likelihood someone will be caught unawares and be badly injured here.
