The skunk is leaving in the box behind 570 Park Ave. There is a cat food left outside that the skunk feeds on. The smell is unbearable.

Skunks are wild animals that live in cities. They're like pigeons and feral cats, there are always going to be some. If you trap them and take them away others will move in. There are tips on getting rid of them at the Humane Society page and wikiHow though.

If you present the landlords with specific requests, like the motion sensor light or buying skunk repellant, maybe they will be more responsive.
If the landlords are not doing anything, a good first step would be if the person who's feeding the cats tries taking the cat food inside after whatever cats are being fed have eaten, or they could make an arrangement with someone else to do so if they can't be home to do it. You could also try to find out why the skunks are spraying, they only spray after warning another animal and if the other animal ignores the warning and bothers them. Cats are usually smart enough to get this, although one of mine bothered a skunk several times in one week last month. Dogs often just try and run at them or bark though, are there loose dogs in your neighborhood? Albany has a leash law that applies everywhere that's not a public park and that also applies to Hoffman Park.
