I would not approach a strange animal.

I live on Bishop and see that very dog often. He sat on the stoop at #72, I believe, for several minutes and I expected someone to let him in. I notified the animal control officer by email but heard nothing. Most recently, I saw him defecating on some grass near the sidewalk.
