There are a number of pigeons trapped inside this building and gather at the door on the Chapel street side, some have died. You can see them desperately trying to get out at the door there which is partially cracked.

P. Is the problem blight (trash, etc) outside, or is it a problem with the building (illegal use, housing code violation, etc)?

Definitely don't have the wrong building, it was in the wrong spot when original posted, but I updated the map shorty after that.
Attached a pic from street view, of the "door" i referenced. It is however, currently not covered by the metal door, just the glass door exposed.
