The pipes along the sidewalks are temporary lines to the homes and businesses for water and sewer while they make repairs to the main lines. They are having to excavate the main lines in the street at different locations to make the repairs which they cover over temporarly with the metal covers. When all work is complete they will repave the areas where work was done. YES- it is a big mess and I hope when the work is complete they repave the entire street which by the way the State not the City is responsible for repaving. The State is also responsible for the streetlights along 7th Street that have been out for a number of years and reported on several occasions to no avail.
