Look up HUD document # 52641 that states under termination by owner,
d. Other good cause for termination of tenancy
(1) During the initial lease term, other good cause for termination of tenancy must be something the family did or failed to do.
(2) During the initial lease term or during any extension term, other good cause may include:
(a) Disturbance of neighbors,
(b) Destruction of property, or

It also states:

(b) Any criminal activity that threatens the health or safety of, or the right to peaceful enjoyment of their residences by, persons residing in the immediate vicinity of the premises;

This criminal activity is beyond the sections that cover alcohol and drugs.
(c) Living or housekeeping habits that cause damage to the unit or premises.

Thank you so much for your posting. Where can I find this HUD document? How can I contact HUD to file a complaint? I called the Housing Authority and was told that since I don't know if this is a HUD issue or a Section 8 issue, that they will have to check with their supervisor. They didn't take my phone number or any other information other than the address of my complaint.

If they are receiving vouchers from HUD, i.e., Housing Choice Voucher Program, then you can report it. I did and left a message and got a call back. They supposedly don't call back with their findings, but they do meet once a month, so maybe you can go to one of the meetings. http://www.montcoha.org/agency_info/boardschedule.html

I hope it helps. These violators are affecting the quality of life in Norristown and that negates anything that is done to promote the borough. The borough and HUD need to step up to the plate when there are multiple reports of violations by the ones getting public assistance and just in general when they constantly break the laws.

I do not live in Norristown anymore.
