I am submitting photos taken a day following rain of a satay issue at the corner of Red Hill Way and Brampton Parkway in Ellicott City.
Following the installation of the traffic calming circle and relocation of the aprons for the cross walk this issue occurred.
The northeast side of the Brampton Parkway sidewalk apron to the street was relocated farther from the intersection.
As a result with the down hill flow of water when it rains it causes water to pool where the walkway curves from Brampton Parkway to Red Hill Way.
Over the years with the pooling of water dirt has built up which becomes mud for days following rain.
This even when appears to have dried because a huge hazard because only the top has crusted over and becomes slick as ice when stepped on.
In the short term I would assume your staff could use a flat shovel mot remove the dirt and maybe create a trench for the stare to drain.
However I believe this would only be a bandaid on the problem.
So sort of drainage to correct this is really necessary.

According to HoCo code, the property owner of the abutted lot, not the county, is responsible for maintenance and repair.

This issue has not been caused by a tree planted in County right of way or a County water/sewer project (see 18.402, Howard County Code).
As such, the correction required here amounts to routine maintenance by the abutting property owner (4801 Lauren Ct) in order to permit the water to escape into the grass.
Cutting a deep edge along the sidewalk and not permitting dirt to build up over time once the edge has been cut should resolve the issue.
We will inform the property owner of their responsibility.
