Description
When stopped and making a left hand turn from 185th onto 8th ave (headed East, waiting for an opening in the traffic), there seems to be an issue of cars passing on the right. There should be a sign/"turtles"/or an equivalent measure to help curb this activity. It is potentially a hazardous intersection for walkers/bikers in the area.

"Thanks for writing in with your concern about pedestrians and bicyclists crossing at 8th Ave NE. The action of drivers passing on the right side of a stopped vehicle is legal and therefore, there aren't any signs we can put up to restrict drivers from doing this. Pavement markings, painted or raised (turtles), aren't effective at mitigating this behavior either since it is still legal to drive over them.
The long-term plan for this section of roadway is to stripe it in the same way the section of 185th west of 1st Ave NE is configured - with 1 lane in each direction, a center left turn lane, and bike lanes. This layout allows pedestrians to better anticipate vehicular movements and improves sight lines since through traffic is closer to the curb. In addition, the center turn lane area can act as a refuge space for pedestrians when it's not being used so they have space to stage their crossing. This configuration avoids the problem of cars unexpectedly coming from behind a stopped left turner and better manages both driver and pedestrian expectations."
