It may be true that the representative you spoke with isn't aware. I can tell you that several other city officials are aware and watch the issues through several different ways including notifications through email, similar to what I received on this one.

Yes, the "open" issues do accumulate daily. Especially in the winter because of snowfall and summer because of front lawn issues. Code compliance can't keep up when many are frivolous. There are some in the neighborhoods who actually walk with notepads/pencil in hand. People are quick to shoot out emails to this site but forget to "close" the issue once reviewed. You may find issues as far back as 2012 and '13. Check the dates and you may find it was a one time, short term issue, quickly resolved and long forgotten.
Another reason so many issues are "open" is because the same issue is reported again and again. It "appears" to the person complaining that code compliance hasn't acted and they demand an explanation. But,in fact code com. has followed through and achieved a mutually workable solution with the property owner. The outcome isn't necessarily determined by, or reported to the person making the complaint.
When a person remembers to close a complaint they are given the opportunity to say "Thank You". Seems an important step in the process to me.
David, I'd encourage you to use this site to help BWL, LPD and the City of Lansing concerning items we all benefit from. Bottom line = property tax increases or not. Don't be turned off by too many issues.
