Abandoned bicycles are littering our sidewalks. Time to break out the clippers, so people can use their bicycles as transportation.

Bikes are not abandoned. Owners removed warnings from their bikes.

How long can bicycles remain before they are considered abandoned? Or does the building own the bike rack, so the answer is forever?
