Per Inspector White, this will need further investigation to determine who did the main excavation.

Update:
Per Inspector White,
On August 27th I performed a follow-up inspection to the given location. During my investigation I made contact with DC Water who claims to have no record of any excavation at this location. Yet I found two permits for water laterals. Permit # 83955- 8/14/13 expired 10/13/13 the other permit dates were 8/20/12 -expired 10/18/12.
The owners name is John Cheeks 202-704-2346 I left a message requesting restoration to the public space a Stop Work Order #602382 was posted as well.
