The bulk trash pick-up always takes longer than a day, and rather than blame that on the city, blame it on the shamefully wasteful residents who produce so much trash. It's also worth pointing out that the city's definition of "bulk trash" is "large bulky items," not all the contents of your basement, junk drawers, etc., dumped in loose piles on the curb.
If the city of West Haven is to blamed for anything, it's for tolerating this ridiculous display of excess and slovenliness. I see huge piles in front of the same houses, for each bulk trash collection, and wonder where all this trash is coming from; it was true when the pickup was monthly, and it's true now. It's common knowledge that in fact much of this trash is brought in by West Haven's abundant slumlords, who bring it in from towns with more reasonable policies about trash collection.
And for those people who think that bulk trash collection -- or any trash collection -- is "free," think (try hard) again: the city pays tipping fees; the more trash, the higher the fee. So taxpayers foot the bill. And for those of us who are frugal in our generation of waste -- I put out one small garbage can of trash every 4-6 weeks, because I recycle (I'm one of the approximately 10% of the city's residents who do...one of the lowest recycling rates in the state ... YAY WASTE HAVEN!), compost, and don't buy junk. This town is stuck in a past that it can't get out of its own way to get out of. Sad sad sad.
