Bamboo planted on parking strip is spreading into the street.

Although this bamboo has been trimmed, another house on the street has planted bamboo between the street and the side walk. Aren't there regulations about the height of plants in the curb strip?

One of the houses has removed the bamboo. The other house still has a patch on the curb strip without any efforts to block its spread.
