I don't know what "special services" they are paying for, but I have seen businesses on Whalley dumping their garbage into city trash bins. Don't they have their own trash pickups??
Please correct me if I'm mistaken, but I thought this section of Whalley Ave was a Special Services District where they pay the City for extra attention. Anyone know for sure? Nick?
Well, that particular trash barrel was emptied eventually, but I often see them overflowing and stinky. Is that stretch of Whalley a Special Services District or not. If so, it demands better services. If not, it should be to encourage more businesses and customers to frequent these blocks.
I've seen guys in vests emptying the barrels, but the crew needs to be more attentive. Overflowing trash bins and litter detract from Whalley's appeal.
Reopening because residents are dumping their crap in these as well. On Whalley and Norton, a baby seat and other personal items that have no business in, on or near these receptacles.
I don't see any way to prevent passers-by from tossing in junk, or to penalize those who do so. But a conscientious, attentive clean-up staff can keep the barrels empty.
