I reported this issue before, and it was closed as "that's the way it supposed to be." Now that I've done a bit more observation, I still think it should be adjusted.

During the light cycle at Ball Sq., there is a 20-second period in which the pedestrian signal at the intersection of Broadway and Willow Ave. changes to Walk in all directions (side note: the two Walk lamps for the crossing across Willow are both out; I'll report that separately). At this same time, all directions of vehicle traffic at the intersection of Broadway and Boston Ave. are stopped with red lights, and the pedestrian signals there still say Don't Walk. At this intersection, the pedestrian signal turns to Walk when Broadway traffic have green lights. It USED to be that the pedestrian signals went to Walk during that 20-second time as Willow Ave., but it doesn't now.

So, why does all traffic at Broadway/Boston have to stop when it is two blocks away from the signaled pedestrian crossing at Broadway/Willow? Cars on Boston Ave. could use that 20 seconds, especially during rush hour. Or, the pedestrian signal at Broadway/Boston could be restored to its previous cycle.
