The city tree on the easement in front of this property has a couple of large dead boughs on its south side. It's a lovely tree otherwise, but I'm afraid those are going to fall eventually. Can the city trim it?

There are actually two different issues here being discussed. Trees on private property aren't considered the City's responsibility, but they are the BWL's problem if they are on power lines. This one, though, is a city tree, so I'm hoping the city can have the forester take down the dead bough before it bonks a pedestrian. :)
I do understand your frustration about your neighbor's tree. Some of my neighbors allow what I call "weed trees" to grow into whole forests in their backyards, which I don't understand.
