When is this happening, morning or late evening? The reason is the city operates several different cycle plans throughout the day and staff has looked at all of them. All coordination plans appear to be correct.

The original poster probably would have done better by explaining more. This intersection is notorious for taking an incredibly long time before the left turn signal is given, and by extension the ability for whitaker mill cars to turn right (as it is a no right on red intersection for them). While the "coordination plans" appear to be correct, something isn't work as at all times of day, with no traffic coming, you will wait a long time before the light will change. So while the plans may be correct, the sensors or something else is amiss.

A city of Raleigh traffic signal technician monitored this intersection this morning and found no problems. Staff did increase the passage time for the left turn and most drivers should be able to clear out. The most a driver should have to wait to be serviced is 100 seconds during any time of the day. However, this intersection is one of the several intersections in Raleigh being studied for the installation of a flashing yellow arrow. I hoped the increase improved your commute but the wait is still there due to the main street is allotted a given amount of time. Staff will monitor and make any necessary changes.
