Description
This truck and there’s also a car parked on the sidewalk everyday. When I asked the owner about leaving these vehicles, he said he had permission from the town. Please help me understand how cars and trucks can be “parked” on the sidewalk and not the street.

I don't see any problem here. The two cars that usually park there are not obstructing the sidewalk because they're not parked on the sidewalk. They're parked between the sidewalk and the street.
I included a picture to show the boundaries of the sidewalk outlined in red. They can't park in the street because there's a bus stop there. Also, they're not parked on grass. It's paved.
Besides, aren't those vehicles owned by people who work in the shops right there? If so, it's a perfect place to park. They can watch their vehicles so that they don't get stolen. What is this reported issue supposed to achieve?

If the conditions were exactly the same, I don't see how this could be a problem anywhere.

Parking is typically a police department issue for enforcement.
