The vehicle isn't parked behind the sign but this has been reported many times before and supposedly it was fixed but apparently not. The police don't do anything about it and the parking managers don't do much of anything either. So the only thing I can think of doing is calling the police department and having them go write tickets or have the cars towed. You can also call parking enforcement when they are open but even then you would probably get a recording saying to leave a message and they'll call you back but they never do. They're as bad as the police department and they never call back either

The No Turn on Red sign is also frequently ignored.
