If anyone sees a downed power line they should call 911 and then the electric company. In UI territory the number is 1-800-7CALLUI (1-800-722-5584).
Always assume the line and extremely dangerous. Do not touch a downed line or anyone in contact with the line. Always assume a downed line is live.

The line in question is a cable TV loop, not a power line.
