Sorry for the length of time it took for us to respond to this! Some issues in the SCF system were lost and are just now being recovered. This is actually a pipe that was purposefully installed in the pavement to drain an underground rivulet properly to the surface.

It should be "purposefully re-installed" into a part of the pavement which is not in the middle of the northbound (or southbound) lane of travel.

Wish I had better information for you, but this solution was approved by the design engineer as the best option for dealing with this subsurface issue.
