Hi Albert and Farid,
I just spoke at length with Mr. Greenspan. He insists that your building has both heat and hot water - AT THE TEMPERATURE THAT HE IS REQUIRED TO PROVIDE BY LAW.
This is the legal requirement:
Between the hours of 6:00 AM and 10:00 PM, if the outside temperature falls below 55 degrees, the inside temperature must be at least 68 degrees Fahrenheit.
Between the hours of 10:00 PM and 6:00 AM, if the temperature outside falls below 40 degrees, the inside temperature must be at least 55 degrees Fahrenheit.
I understand that 55 degrees at night feels cold and even 68 degrees during the day can feel cold.
Please check that your inside temperature meets these levels, and that you have hot water. If not, please follow up with 311. Mr. Greenspan will not take further action.
