Juvenile tree broken AGAIN. Building plants small trees with insufficient support, repeatedly.

Due to the insets that their building provides for the locals to do their carousing in, these trees inevitably get destroyed, as is this poor specimen. Isn't there any way to require them to have sufficient support in order to give these poor trees a chance?
