Every day I drive down Lexington Ave to go home, and every day a german shepherd (looks like it may be just under a year old) is chained to the side of 51 Lexington aka "All My Children" barbershop. This poor dog is chained to the building with a thick metal chain that looks to be only a couple feet long. The dog is ALWAYS standing or laying on a metal grate in the sidewalk because the chain is so short it can't move. The dog also has ZERO shelter. I see it chained to the building every single day, not sure if it's ever let off the chain. The dog is outside no matter what the weather is (today it was outside in the rain, and it's been outside during the hot days we had last week - again never having shelter). Not sure if it has food or water either. Someone needs to take this dog from it's disgraceful excuse of a pet owner.
