If it's on the freeway, it's a CalTrans issue and not something Oakland Public Works can fix. You can report it here:

Thank you for contacting the Public Works Agency regarding this matter. Unfortunately the City of Oakland does not maintain the freeways. This issue needs to be reported to Caltrans at (510) 614-5942 or on their website at www.dot.ca.gov. This service request will now be closed.
