We are paving the driveway to Cisco parking lot?

Is this not land bank property?

Why are we spending money on paving a driveway to the parking lot when there are many other areas that need paving.

If this is paved, this is a major waste of town money. Who decides if this gets paved? Priority for this is ranked at?
