It may help them correct the issue if you describe the way you believe it to be broken or not operating properly. Does it not come on at a time when it should? Does it give the green arrow even if there are pedestrians with a "walk" signal? Does it come on even if crossing traffic has a solid green? Answering questions like this and others will give a more accurate picture of the problem.
After the signal turns red, there has been, in the past, a green arrow for right turns. It coincides with the left turn signal for Hillsborough onto Dan Allen.

A City of Raleigh Traffic signal technician monitored this intersection and found all to be working correctly at this time. What the technician did notice was the right turning traffic was pulling past the stopbar and when they do this, they pull off the detection loop (which is located behind the stopbar) and by doing so will not receive the light. Thanks for your concern with the safe and efficient movement of traffic.
