I'm losing it! I can't sleep in the day, I can't sleep at night, I can't hear my tv, I can't carry on phone conversations, and I can't sit outside....why? The dog WILL NOT STOP BARKING! I left the neighbor a friendly note, etc. Nothing works, the dog is chained outside for HOURS. The barking starts between 6am -7am DAILY!!!!!!
